Company and the Telephone Company, also to the Commodore and the General with a letter from the Colonial Secretary inviting suggestions as to amendments required for the protection of existing cables, lines and pipes.
The Telephone Company, which was then worked on the *Earth Return" system, objected strongly to the system of electric motive power proposed by the Tramway Company which they said would necessitate doubling all their wires.
The Commodore asked that Section 21 might be extended
to Faval telephones.
The General referred the matter to the War Office.
While correspondence on these points was pending the Bill was read a firet time on the motion of unofficial members
on 15th, July, 1901, in the form in which it had been advertised
in the Gazette.
On 19th, July, 1901, the Director of Public Works wrote to the Promoters' Agents on various points, including the pro- tection of Government, Naval and Military Telephone lines.
The Agente replied on 24th July, 1901 that they could
line:
not accept any liability in respect of any telephoned whe ther
public or private.
It was decided to refer this question with other matters in dispute to the Secretary of State in order that he, in conjunction with the Board of Trade might discuss the matter with the Fromoters' representatives in England and arrive at a
final decision.
The bill was read a second time and reported on by the Law Committee, and on 17th August, 1901, Sir Henry Blake wrote
a despatch to the Secretary of State forwarding a copy of the Bill, and on 7th September 1901 a further despatch setting out
the points in dispute of which the following are the most important paragraphs.”
